Abstract	A basis is provided for judging the adequacy of evaluation plans or evaluation designs in this document. It is assumed that using the procedures suggested to determine the adequacy of evaluation designs in advance of actually conducting evaluations will lead to better evaluation designs, better evaluations, and more useful evaluative information. The paper is divided into four general sections. First, some basic questions are considered--Why evaluate? Why do we need evaluation designs? Why do we need a basis for judging the adequacy of an evaluation design? Answers to these questions serve to underscore the importance of providing a consistent basis for judging evaluation designs. Secodd, a checklist of basic considerations important in judging evaluation designs is presented. Each component of that checklist is briefly discussed. Third, a sample design is presented, together with an example of how the checklist can be used in judging an evaluation design. Fourth, noted professional educators' thoughts about judging the adequacy of evaluation designs are presented. This fourth section is intended especially for the reader who would like additional background based upon current literature in the field. (Author/DEP)
