AbstractThe product of a Bureau of Indian Affairs (BIA) workshop (1968) on American Indian community involvement in educational programs, this handbook is designed to aid local school board members in assuming educational leadership roles. The following topics are covered: (1) the beginnings of an educational program (philosophy, policy, and educational objectives); (2) the legal framework (BIA requirements for advisory school boards and councils and contracting school boards and state school codes); (3) financing the educational program (in BIA schools via regular appropriations and the Elementary Secondary Education Act and in public schools via regular sources, the U.S. Office of Education, the Johnson O'Malley Act, and other sources); (4) BIA school boards and councils (authorization, responsibility, and implementation of advisory school boards and councils and contracting school boards); (5) the public school board (authorization, responsibility, and implementation); (6) planning the work (meeting schedules, quorums, agendas, meeting minutes, committees, board and council actions and meetings); (7) working the plan (selecting a chief school officer, professional implementation, cooperating agencies, school-community relations); (8) evaluation and follow-up procedures. Guidelines, a sample code of ethics, a sample meeting, recommendations for BIA board member selection, etc. are appended. (JC)
