Abstract | The introduction of this report on educational policies in Quebec informs the reader about the present education system of Quebec and emphasizes that "democratization" is the most significant of the policies established in implementing reform from 1964 to 1974. Chapter 1 reviews the educational system as it existed in 1974, providing a complete description of the objectives of the system, program organization, school population, educational resources, and the components and operation of the system. Chapter 2 reviews the educational policies that promote access to education. Chapter 3 examines the concept of democratization of education from the viewpoint of greater adaptation of education to the needs of its users. Here, the evolution of curriculum content, pedagogical methods, and educational support services are described. Chapter 4 examines the policies established to encourage participation by the citizens of Quebec in the control of the education system and in policy decisions. The conclusion deals with questions of evaluation that were raised in chapters 2-4 and summarizes the important goals and priorities for action set out by the Ministry of Education in the last few years.
