Abstract	The collective bargaining process is an exercise in power relationships. The single most important factor in influencing a teachers' association to accept a contract settlement is effective communication. School boards and their representatives should communicate truthfully and thoroughly with not only teacher representatives at the bargaining table, but with the general public as well. In addition to effective communications, there are five other primary factors which control the success of negotiations from the board's point of view. Two of these factors (constraints of law and the degree of determination of the union) are beyond the board's control. However, the board and the negotiator can use the remaining factors to their advantage. The board and the management team should be well organized and honest with each other. The negotiator should be skilled at the bargaining table. And the board should carefully assess its ability to meet union demands and should communicate the restrictions on its ability to both the union and to the community. (Author/DS)
