AbstractThe average scores of high school students on the Scholastic Aptitude Test (SAT) have been dropping for the past twelve years. From 1974 to 1975, average scores dropped ten points on the verbal section and eight points on the mathematics section. These dramatic declines, the largest ever reported by the College Entrance Examination Board, have become the focus of considerable national attention and concern. Explanation of declining SAT scores generally fall into two broad categories: (1) those that focus on the student taking the test--their society, their family training, and their schooling; and (2) those that focus on the tests themselves--how they are constructed, evaluated, and interpreted. Since these two explanatory approaches to the score decline are seldom examined together, the conclusions they yield often result in confusing and contradictory policy proposals aimed at reversing the trend. This paper is a critical examination and assessment of each explanatory category and its implication for educational policy. (RC)
