Abstract | This report reviews the problems of sulfur oxide emissions and nitrogen oxide emissions from stationary sources. The first part of the report discusses the adverse consequences to health from combustion of sulfur-containing fossil fuels. The health problem is discussed by relating sulfur oxide levels and respirable particulate matter with morbidity and mortality figures. Present ambient air quality standards are analyzed in terms of existing data. In addition to health effects, the report analyzes emission effects on agriculture, forestry, ecosystems, and building materials. The second part of the report deals with strategies for controlling sulfur-related power plant emissions. Attention is focused on electric utility generation, relationship of emissions to ambient air quality, efficient pricing, improving conversion efficiency, fuel shifting, and fuel preparation, flue gas desulfurization, and tall stacks and intermittent control systems. The second part also contains recommendations for abatement strategies. The formula involves a comparison of marginal cost with marginal benefit, the harmful effects of emissions, and the relationships between point source emissions and patterns of dispersion and deposition as it applies to each power plant. The final part of the report assesses nitrogen oxides in terms of sources of emissions and techniques of emissions control. (MR) |
