AbstractAn evaluation model was developed to measure the effectiveness of pilot programs in vocational education for handicapped persons in selected State schools and State hospitals in Texas. The model was field-tested by conducting evaluations of 16 pilot programs in vocational education for the handicapped located in seven State schools/hospitals. Data were collected by evaluation teams from the field of vocational education or special education for the mentally handicapped. The testing indicated that the model was useful for collecting and evaluating appropriate data to determine program effectiveness. It was concluded that the model program concepts were more applicable to vocational education programs in public secondary and postsecondary institutions than to pilot programs in the State schools/hospitals. Model development, test procedures, and findings are detailed in the report. Vocational program evaluations are appended, including a 39-page section presenting the instruments used to obtain evaluation statement ratings (questionnaires to conduct personal interviews with directors, counselors, program instructors, vocational students, and employers). Thirty-one pages of computer program information and tabulated data conclude the document. (MF)
