Abstract | The purpose is to codify some program evaluation principles and provide a framework for program evaluation practices. Specifically: (1) common evaluation purposes are listed along with the general methods of investigation most apt for each purpose; (2) types of sources of evidence are listed and are associated with general methods of investigation; (3) types of administrative and fiscal relationships among program evaluator, program developer/director, and funding agent are delineated; (4) a checklist is provided of audiences for dissemination of results indicating appropriate communication forms for each audience; (5) value orientations of evaluators are defined and a means of communicating them to others is provided; (6) needed competencies of evaluators are listed as an aid to those evaluating and training evaluators; and (7) ethical responsiblities of evaluators and related groups are presented.
