| Abstract | In a technologically advanced society, many of the dialogues take place within the "management information system," or as a result of the "hard data" acquired through such a system, rather than in a public forum. The absence of the Hispanic American from that type of systems dialogue can and does place unnecessary disadvantages on Hispanic Americans in the nation's public affairs. This report focuses on the importance of the management information systems and discusses the extent of confusion surrounding the issue of Hispanic American interests and definitions. Intended to aid in defining the problem of informations systems as they pertain to Hispanic Americans, the report's objectives are to: (1) bring about an increased awareness of the extent of the problem, and (2) provide a better understanding of its implications on the future economic, social, and cultural development of Hispanic Americans. The operations of the Office of Management and Budget (OMB) are reviewed. An elaboration of how OMB has used its delegated authority to provide direction to the issue of racial/ethnic data policies is provided. An assessment of three major statistical services systems in the Department of Health, Education, and Welfare illustrates the extent of lack of direction provided by OMB on statistical policies.
