Abstract	Ideally, educational technology in higher education should seek nontraditional solutions to the problems of learning. An examination of the needs of the adult learner indicates that as the years past age 18 increase, the appropriateness of the classic college classroom model decreases, and educational technology becomes increasingly relevent. This report summarizes 22 major recommendations which have arisen from a one year exploration of the issues involved in the development of a metropolitan learning resources service for the Chicago region, along with a parallel improvement of media services for the multi-campus City Colleges of Chicago. It is urged that a council of professional educational technologists from the Chicago metropolitan region be assembled which would analyze the needs of adult learners expressed in recent surveys in Illinois and elsewhere, and develop strategies for meeting individualized instruction needs on and off-campus from the standpoint of educational technology. In order to initiate a prototype of a metropolitan learning resources service, it is recommended that one or more existing institutions offer their services to others with the understanding that the nucleus service group would be compensated directly or in kind for services rendered, and that a users advisory board would be formed.
