Abstract | This paper reviews provisions of North Carolina's constitution and law relating to the goals and objectives of the Community College System, and discusses the three types of state-level planning conducted by the North Carolina Department of Community Colleges: (1) determining needs and requirements of the System, based on goals and policies of the State Board, views of the citizenry and advisory groups, economic and manpower forecasts, and sponsored research; (2) providing statewide planning services by compiling and reporting data to all institutions on a variety of topics; and (3) assisting institutions in their own planning projects.
