Abstract | Presented is the Tokyo Metropolitan Government's master plan (1974-75) for the education of blind, deaf, mentally retarded, crippled, and health impaired children. A reexamination of the educational service system for the disabled is said to have resulted from a plan to enroll all disabled children who express the wish to be enrolled in school, regardless of the severity of their disability. Outlined are the present situation and problems and tasks to be implemented in the following nine areas: preventive services; early identification; consultation, diagnosis, and guidance; treatment and training; educational program and curriculum development; social services and vocational rehabilitation services in the community; care of severely disabled persons; education of the public; and research and inservice training of personnel. Reported are such planned tasks as improving the physical examination of infants, promoting the construction of children's hospitals, and promoting the integration of disabled children into regular day nurseries. Also included are such statistics as the 1974 school enrollment of disabled children, the effects of consultation services on enrollment, and changes in the number of special schools, classes, and pupils enrolled 1972-1974.
