AbstractCost and benefits of education are studied by this collection of eight papers by economists in relation to issues of the genetic component of variation in intelligence, differences between integration and desegregation, and diminishing returns in educational expenditures. Silver's paper challenges the idea that better schools cannot be obtained by spending more money, while McKnew and Tuerck reject the argument that educational opportunity costs alone are useful in developing fiscal policy. Clement and Gustman write about student and family response to the quality of schools by studying enrollment in vocational education. Cost and benefits in new perspectives are treated by Garms as he shows that the 50 states allocate funds differently for higher and lower education, and Mantell who looks at the engineering labor market in relation to inadequacies in formal training. Vredeveld concludes that state subsidies for public education create a flow of wealth from low-income to high-income classes. Koch applies a linear programming for resource allocation at a university. Reubens discusses whether the cost and benefits of international migration of skilled persons benefits the receiving country at the expense of the sending country. (Author/DW)
