Abstract	A comparative case study of two dissimilar school systems concerned with the development and implementation of a management information system was the focus for this research study. The overall planning, evaluation, and assessment model constituting the theoretical framework for this project was taken from the work of the recently completed Phi Delta Kappa National Study Commission on Evaluation. Project directors in each system served as participant observers, gathering and analyzing descriptive data on the project's progress. Their experiences, including comparative approaches, development of a program budgeting format, and suggested sequence of implementation activities, comprise the basis for replication possibilities to other school systems.
