AbstractOpen enrollment is a concept concerned with a student's access to schools. In general, it reflects the possibility of parents exercising choice when enrolling children in schools. In East Hartford, parents may seek permission to transfer a youngster to a different school if that school has space for him; however, the parent must provide the necessary transportation. The feasibility analysis reported on here was undertaken to study the possibility of expanding the present open enrollment policy. The study recommends that permission for a student to transfer schools should solely depend on the availability of space. The analysis also attempted to discover if there is now, or if there will be in the future, space available for a greater number of transfers. To add greater significance to the concept of choice, it was felt that schools should be encouraged to develop on their own and to be as independent as possible. Therefore, a study of school autonomy was also undertaken. Other areas analyzed the education voucher program whereby per pupil expenditures would travel with a student who transfers from one school to another. The appendix includes abstracts of Connecticut law, and samples of materials used in the study and the publicity received. (Author/DN)
