AbstractThe primary objectives of the study were: (1) to determine the extent to which cultural or language differences prevented members of the target group from profiting from vocational education and manpower training, and (2) to recommend remedies for any observed obstacles to successful training. Information was gathered primarily by questionnaire/interview surveys of administrative, support, and teaching staffs at manpower training centers. The minorities studied in the project were blacks, chicanos, native Americans, and Appalachian whites. Offering hypotheses about each specific minority group, the study concludes that cultural differences pose no significant obstacles. The final general hypotheses of the study is: Any effective assessment of the educational problems of minority members in training programs is not complete unless it considers the social, economic, and political realities of the trainees' environment. Two-thirds of the document consists of appendixes devoted to sample questionnaires, statistical summaries, and three related documents: (1) Perspectives on Black Manpower Vocational Development: Cultural Parameters. A Symposium, (2) Chicano Culture and Occupational Opportunity: A Panel Discussion, and (3) Proceedings of the Conference on Cultural Linguistic Variables in Manpower Vocational Skills Training Programs.
