Abstract	In this volume, the Commissioner of Education, Dr. John Ottina, and the Director of the National Institute of Education (NIE), Dr. Thomas K. Glennan, Jr., present their budget proposals for fiscal year 1975 and discuss the numerous programs under their direction. The material in this volume consists of formal, prepared material concerning the programs and dialogue between members of the committee and staff members of OE and NIE. (JF)
