| Abstract | This paper reviews the historical and theoretical background of the Child Development Project (CDA), started by the Office of Child Development because of an increased demand for quality day care. Competency-based teacher training requires a set of performance goals that includes a list of demonstrated behaviors, skills or knowledge which the trainee agrees to be accountable for before the completion of the program. The Texas CDA projects described are distinguished by their emphasis on parental and community involvement since each project was required to have an innovative method of responding to the needs of the community. A brief review of the research indicates that the development of competent teachers or child care workers is essential if the quality of care for young children is to be improved. The Child Development Associate training project is one attempt to respond to the need for better trained child care workers. (CS) |
