Abstract | In vetoing a comprehensive Child Development Bill in 1971, President Nixon voiced concern that the concept of child care centers had not been sufficiently discussed. It is in the spirit of contributing to such a discussion that his paper and its proposals are offered. The first part of the paper examines supply, cost, and demand for child care centers. Part II analyzes the economic rationale for government subsidization of child care centers and looks at two of the frequently proposed alternatives to a comprehensive system of extrafamily child care (payment to mothers to care for their own children and only AFDC mothers should be provided with child care centers). The final part of the paper examines the issues of "optimum" product, organization and financing of a child care system. (Author/CS) |
