Abstract | The authors investigated the feasibility of desiging cost/benefit, or cost effectiveness models for two alternative organizations within United States Air Force: the United States Air Force Academy and the Reserve Officer Training Corps of Air University. On the basis of the situation analyses, two cost simulation models for both institutions were developed to enhance their management planning and analysis capabilities. Preliminary efforts at analyzing the benefit side of the cost/benefit equation proved unrewarding and concentration was placed on the development of conceptual designs of cost simulation models; futher resources are necessary to implement the proposed models.
