Abstract | The study has explored the extent and quality of certain effects of mandatory/voluntary distinction in the WIN program, and the potential effects of the Talmadge Amendments. Major findings relate to discrimination against females in WIN, tax credits involving welfare status, enrollees' legal rights, litigations concerning WIN, testing conducted improperly, college training considerations, different standards for AFDC eligibility, adequate child care arrangements for WIN mothers, job placements in a national market which discriminates against minorities and females, expectations of getting off welfare, and attitudes toward counselors.
