AbstractIt is argued that early childhood education programs should be evaluated in terms of criteria other than measurement and testing procedures. Programs should be judged on criteria such as responsiveness to clients--the children, parents, and communities they serve. Teachers trained in observational and evaluative techniques should conduct ongoing assessment of children. The importance of teacher self-evaluation to examine effectiveness is discussed in relation to the emotional climate of the program as established by administrators. Summative evaluation, which assesses the overall worth of a program at an end point, is distinguished from formative evaluation, which focuses on strengths and weaknesses of the program and leads to strategies for improvement. The latter type of assessment is recommended for education, using feedback from parents, other teachers, administrators, paraprofessionals, the children, and the community. The implementation of formative evaluation procedures would affect the nature of accountability for program success or failure. (DP)
