AbstractThis study presents a methodology for planning the efficient development of the educational infrastructure in a region. It is primarily concerned with solving the problem of how one allocates an exogenously fixed set of resources among different educational programs. In addition it deals with such related issues as: How does one choose among competing educational technologies? What total amount of public resources should be devoted to education within a region? How much reliance should be placed on training activities external to the region? The suggested planning procedure involves the use of a multiperiod linear-programming model that describes the entire spectrum of training activities available to the region. This model is optimized by maximizing the sum of the net social benefits generated by each educational activity, subject to a series of endogenous stock and flow contraints (which taken together describe the prevailing educational technology), and an assortment of boundary and terminal conditions. The social benefits generated by each training activity are approximated by the present value of the incremental lifetime earnings attributable to that training. An optimal solution represents the most efficient configuration of future curricula offerings in the region given assumed levels of the availability of public funds, administratively determined bounds on the admissions to various programs, and an assumed discount rate.
