AbstractThe trend in the early 1960's was toward manpower programs to help the unemployed and underemployed to get jobs and improve their job status through federally financed job training. The objective was to get those workers who had been trained in these programs into unsubsidized jobs. The trend toward job creation came later in the decade; the purpose of this report is to describe this trend. Chapter I is a brief legislative history of federally sponsored manpower programs from 1961 to the present and attempts to acquaint the practitioner with a broad overview of manpower policy in the recent past and present. Chapter II describes five major federal employment programs for the disadvantaged currently in operation and some of the published evaluations of these programs. This section of the report discusses the structure and administration of these programs, the type of work they provide, the characteristics of their enrollees, and some of the problems and successes each program has encountered. Chapter III is a descriptive analysis of the current employment and occupational trends together with projections for the American economy through 1980. Finally, Chapter IV takes a look at the present debate over manpower policy and the future of public employment for the disadvantaged. At the conclusion, there is a selected bibliography covering the issues and programs discussed in this report. (Author)
