| Abstract | In this book, the author attempts to aid those persons involved in finding ways to make school systems more efficient and productive through control systems. He begins by stating the problem and describing the services provided by Research and Evaluation (R&E) units. He discusses the various monitoring and reporting activities, work-flow networks, project-time formulations, costs estimates and budgets, personnel functions, and expenditures. The author points out that R&E units are being asked to take on more and more tasks and to provide descriptive and summative information for school management personnel at all levels. Since these units usually operate on somewhat fixed budgets, it has become necessary to employ the principles of cost analysis. The author attempts to demonstrate that the principles of management control and programing-planning-budgeting systems (PPBS) can be used to document the service costs of R&E units. He advocates moving from rather standardized procedures to a more complex operations network from which costs of personnel, materials, and management can be determined and monitored. Pertinent figures and tables assist the uninitiated reader to understand the technical aspects of the book. A related document is ED 041 391. (Editor) |
