Abstract | The sixth annual report of the National Advisory Council on Extension and Continuing Education presents recommendations based on a review of 142 Federal programs, in addition to Title I programs, which in whole or in part fund extension, continuing education and community services activities. The report consists of a summary of current and proposed Council activities; a list of recommendations concerning new programs, funding, a proposed Division of Continuing Education, development of evaluation standards and procedures, and a proposed Higher Continuing Education Act; and a summary of Title I activities and future prospects. Three studies are reported in appendices: (1) A Question of Stewardship: A Study of the Federal Role in Higher Continuing Education--focusing on coordinating extension efforts, the legislative base, program administration, urban extension, student financial assistance, independent study, and data analysis and program clusters; (2) Examination of Specific Programs and Areas of Program Concentration--cooperative extension, National Sea Grant Program, teacher training, regional medical programs, the GI Bill, legal services, law enforcement assistance administration, government-conducted continuing education programs, Title I; and (3) A Report on the Community Service and Continuing Education Program (Title I, Higher Education Act of 1965).
