AbstractThe document contents divide into (1) the basic flow model of an educational system and its application to the secondary school system of Ontario and (2) a group of interrelated submodels that describe the entrance to higher education in considerably finer detail. In the first section, the principal variable of the model--the transition proportions--are estimated. This is done by partitioning the population into various categories and estimating the proportion of each category making transitions from one educational or occupational state to another. In the second section, attention is turned to the problem of determining future values of transition proportions in cases where complicated systems of constraints operate on the students. The document presents three closely related but separable submodels that relate to (1) the allocation of places in higher education, (2)the preferences of individual students for the various postsecondary destinations, and (3) the process of competition by students on an examination or set of examinations. The three submodels, taken together, form a method of computing dynamically the postsecondary transitions that would occur under various sets of educational policies with respect to academic standards, capacity limitations, and other less direct influences.
