Abstract | A network of quality schools has been suggested as a means of achieving excellence in Illinois public schools. Such a program to be effective, must be specific while at the same time addressing the broad and complex needs for education. Also, the proposed network must be built upon the mistakes of the past and must stimulate renewal at the local level. Recognized characteristics of the proposed network are: (1) The network should be composed of 45 affiliates planned and operated within local school districts, (2) The educational program of each affiliate should be built upon the rich experience of successes and failures encountered by the many recent attempts to develop, through the creation of total programs, a productive learning situation for students, (3) Affiliates should be located in rural, suburban, and urban areas so that the numbers in each area will be representative of the State, (4) Continuous communication and exchange should occur among the affiliates, and (5) The State should provide funding for the technical assistance, evaluation and impact components of the network.
