AbstractTwo proposed legislative measures are discussed in this document. The first is "The Equal Educational Opportunities Act of 1972). This would (1) require that no state or locality could deny equal educational opportunity to any person on account of race, color, or national origin; (2) establish criteria for determining what constitutes a denial of equal opportunity; (3) establish priorities of remedies for schools that are required to desegregate, with busing to be required only as a last resort, and then only under strict limitations; and, (4) provide for the concentration of Federal school-aid funds specifically on the areas of greatest educational need, in a way and in sufficient quantities so they can have a real and substantial impact in terms of improving the education of children from poor families. The second is "The Student Transportation Moratorium Act of 1972". This would provide a period of time during which any future, new busing orders by the courts would not go into effect, while the Congress considered legislative approaches--such as the Equal Educational Opportunities Act--to the questions raised by school desegregation cases.
