AbstractThe programed instruction, second in a series of four, presents a role playing simulation aimed at creating a simplified setting involving college level students in the decision-making process. It is hoped that they will gain perception of the total process by examining "why" decision-makers behave as they do and reach given decisions. Emphasis is upon students developing awareness of the role of intellectual, ideological, and organizational factors in foreign policy decision making. The manual is arranged into two parts. Part I presents: 1) nine brief foreign policy decision-making theories illustrating the idea that it is the individual, not the state, who makes decisions; 2) analysis activities and, 3) bibliography of suggested readings related to the concepts and propositions of which the simulation exercise is based. Part II contains rules and background for participation in three role playing exercises that illustrate the operation of the various factors in making three types of foreign policy decisions--crisis, general, and administrative.
