Abstract	Skill Upgrading in Cleveland (SUIC) is one of three manpower training and upgrading organizations which was funded to replicate and further test the High Intensity Training (HIT) model for upgrading underemployed workers. This report is a summary of activities aimed at upgrading low-skill, low-wage workers within a plant setting and with small jumps in job classifications and pay increase guarantees. An evaluation of these activities led to several findings which included: (1) A total of 282 low-skill, underemployed workers were trained through the model, (2) The average increase in pay received by HIT trainees was 8.44 percent, (3) About 86 percent of all trainees succeeded in moving to a new job either within their company or in another company, and (4) About 67 percent of the trainees were rated by their supervisors as having potential for future advancement.
