Abstract | A point of view is developed toward the "national manpower adjustment system," based on transition-making by individuals rather than on jobs or training per se. The system is defined in terms of five interacting subsystems which collectively change the relations between people and jobs. These subsystems are: (1) individuals, (2) educational institutions, (3) facilitation organizations such as labor unions, (4) employers, and (5) maintenance and innovation organizations. Suggestions are made for data gathering and organization, and an allocation of costs of improving the pattern of career transition-making is proposed. (Author/BH) |
