Abstract | The bulletin, detailing the Oklahoma program for the education of exceptional children, is intended to provide guidelines for boards of education, administrators, special education teachers, and others involved in establishing and/or improving services for exceptional children. State law, state board of education regulations, teacher qualifications and certification regulations, and administrative responsibilities are presented. Separate chapters elaborate upon details of definition, identification, establishment of classes, classroom organization, and special education programs for the various categories of handicaps and for the gifted. Also reviewed are the visiting counselor's role and activities, provision for guidance services, the role of the director of special education, and Title VI-A of the Elementary and Secondary Education Act of 1965.
