AbstractThe study of the economic benefits and costs of training courses in Michigan was intended as an evaluation of the impact of the federal training program on the national product, the disposable income of trainees, and the expenditures and receipts of the government. It was confined to the institutional, occupationally oriented courses conducted under the auspices of the Manpower Development and Training Act and the Agricultural Research Administration. The gains from training were smaller among trainees with more years of schooling. Those from training in short classes were larger for persons from very small or fairly large households than for persons coming from households of intermediate size. In contrast, the gains from training in medium-length and long classes were larger among persons from intermediate than from small or large households. The gains from training declined as training lengthened. Training affected the annual unemployment benefits (unemployment insurance payments) after the class, but the magnitude and direction of the effect depended on several variables. Trainees lost earnings as a consequence of enrolling, but the amount of loss varied with several circumstances. These courses were typical of the federal training program in the 1962-65 period.
