Abstract | The purposes of this report were: (1) to provide information concerning the policies of the Oregon State Board of Higher Education as they relate to institutional governance, with particular reference to student participation; and to provide a description of the policies and practices adopted in the colleges and universities of the state system regarding student participation in institutional governance, and student conduct and discipline. The report presents: (1) a brief statement of the legal authority of the Board to enact rules and bylaws for its institutions; (2) a review of the essential features of the Board's policy statement on institutional governance, with particular reference to student participation; (3) a summary of institutional efforts to implement Board policies with regard to student participation in governance; and (4) an appendix which presents the Joint Statement on Rights and Freedoms of Students, prepared by 33 representatives from 10 national educational organizations.
