Abstract	This final report of a conference on curriculum development within the ES '70 program is divided into three parts. The first part contains addresses concerning the comprehensive high school and the ES '70 program as a curriculum innovation. Three current trends--individualized instruction, changes in instructional theory, and changes in instructional technology--are related to the ES '70 program. Part two stresses the need to formulate an interlocking system, from the Federal level to the local classroom, in the area of planned change. Through a systems approach, a capacity to apply all relevant knowledge and the use of inside and outside resources, the program for planned change would be enhanced. Part three extracts the implications of a smaller ES '70 conference group in New Orleans. The importance of the student and his educational needs are emphasized. A case study in educational improvement through planned change concludes the report. (LN)
