Abstract | American founding fathers recognized that an effective republican system of government would require an educated citizenry, but differed over the most suitable means for achieving that goal. Proposals made by Benjamin Franklin, Thomas Jefferson, and Benjamin Rush to their respective State legislatures, all called for some degree of public education to provide quality political leadership. Proposals for a common public school system were generally rejected during this era, primarily because of the predominate belief that the authority of government, whether State or national, should be limited at all costs.
