Abstract | This study was conducted to determine the advantages and disadvantages of the Tacoma Public Library and the Pierce County Rural Library District (1) merging into a regional library, (2) federating for partial joint operations, or (3) continuing as independent entities with a service contract arrangement. The basic recommendation is that at this juncture each of the two libraries under consideration retain its present legal structure and that they together negotiate a contract to merge. This partial amalgamation is to be recognized as a first, compromise step, made necessary by the current financial inequities, toward what is clearly indicated as being the best public library structure presently known for this situation, the regionalization of the libraries in Pierce County. Specific recommendations for the immediate merger are discussed in sections of the report on organization, finances, personnel, services and physical facilities. (JB) |
