AbstractA project to provide basic education, counseling and occupational training to 125 unemployed or underemployed heads of families or households from rural areas of Alabama, and to secure employment for them at the conclusion of the program was conducted at Tuskegee. The four technical areas in which training was offered were brickmasonry, carpentry, meat processing, and nurse aide. Distinguishing characteristics of the project included its emphasis on research, experimentation, and demonstration. Training was designed to provide (1) observation of what happened in the training, (2) analysis of its effect on trainees, and (3) a determination of how this experience brought about the measured results. Part I of the report concerns the rationale of the project. Recruitment, selection, and a description of the trainees are dealt with in Part II. Part III includes a description of the processes and techniques used in providing basic education, counseling, and technical skill training. It also includes an account of an experiment involving selected communities from which some of the trainees come. Part IV provides data on the evaluation of the performance of the trainees, relates the activities involved in job development, placement and followup, and contains an analysis with conclusions of the entire project.
