| Abstract | Although the government retraining and relocation programs for the unemployed are now an integral part of the economic way of life, there must be research evaluation of each to establish the relationship between manpower policies. A few detailed evaluations have been made of Federal programs--a 1962 interview survey of 132 employers in West Virginia who had hired trainees under the Area Redevelopment Act, a 1964 nationwide questionnaire survey of members of the American Society of Training Directors, and questionnaire mailed to 1,000 employers in Wisconsin to determine their attitudes toward the apprenticeship form of on the job training. The evaluations indicate that the programs improve the economic status of trainees. However, much more extensive and sophisticated benefit-cost analyses will be required to determine whether the programs are a significant factor in reducing national unemployment and poverty and whether they are easing skill shortages or reducing inflationary pressures. Presumably economic benefits and costs of relocation allowances aid the individual, but the extent of their usefulness as a social investment remains to be established.
