AbstractPhase II of the report on the problem outlined in Phase I deals with specific recommendations for expanding and improving the extension and public service functions of the University of Illinois. To be effective, the university needs a master plan in which the four essential ingredients must be (1) broad, strong and explicit policy commitments by the top administration and the faculties , (2) the organizational machinery to carry it out, including close cooperation with the faculty. In a multi-university, each campus should be given responsibility for organizing, staffing and operating a comprehensive public service program. A vice president for public service should be responsible for university-wide coordination and joint or inter-campus programming. He should have approval powers regarding budgets and personnel, starter funds for program planning and execution, and should be primarily responsible for relations with private foundations and the federal government in public service matters. Each campus should have a public service officer, who would sit on the Public Service Board with the Vice President for Public Service. (3) In addition, policy and program improvements are essential, especially with regard to harnessing the services of the cooperative extension service for urban needs. The university should also give increased attention to off campus graduate programs and continuing education in the professions. (4) Continuous administrative refinement should be made in the light of evaluated experience. (AM)
