AbstractTHIS EVALUATION REPORT OF HAWAII'S ELEMENTARY AND SECONDARY EDUCATION ACT, TITLE I, ACTIVITIES PRESENTS INFORMATION ABOUT THE NUMBER OF PROJECTS, THE NUMBER AND PERCENTAGE OF STUDENTS AND SCHOOLS COVERED BY TITLE I, AND THE ALLOCATIONS OF TITLE I FUNDS IN THE SEVEN SCHOOL DISTRICTS. IT ALSO DISCUSSES PERSONNEL, SERVICES, PROJECTS, EQUIPMENT, AND SUPPLIES IN THE PUBLIC SCHOOL. MOST EMPHASIZED IN THE MAJORITY OF THE PROGRAMS WERE IMPROVEMENTS IN BASIC SKILLS AND IN ATTITUDES. REPORTS FROM 74 OF THE 94 TITLE I PROJECTS RECOMMENDED THAT THERE BE ADDITIONAL FUNDS, INSERVICE TRAINING, MORE TIME AND HELP FOR PLANNING AND EVALUATING PROJECTS, GREATER CLARITY OF DIRECTIONS AND GUIDELINES, AND REDUCED PAPER WORK. IT IS RECOMMENDED THAT THE SIZE OF THE STATE DEPARTMENT OF EDUCATION BE INCREASED IN ORDER TO PROPERLY ADMINISTER TITLE I AND THAT THERE BE IMPROVEMENT IN THE COLLECTION OF PROJECT RECORDS AND DATA. ALSO, SCHOOLS SHOULD INCLUDE BOTH SUBJECTIVE AND OBJECTIVE EVIDENCE TO SUBSTANTIATE CLAIMS OF PROGRESS, AND A STANDARD FORM SHOULD BE AVAILABLE FOR SUCH REPORTS. SEPARATE UNITS OF PROJECTS SHOULD BE EVALUATED SEPARATELY AND EVALUATORS SHOULD BE TRAINED FOR SUCH A TASK BY TITLE I OFFICIALS. MOST OF THE REPORT CONSISTS OF TABLES AND ACCOMPANYING DESCRIPTIONS.
