Abstract | THIS STATEMENT BY THE SOUTHERN REGIONAL EDUCATION BOARD'S COMMISSION ON HIGHER EDUCATIONAL OPPORTUNITY RECOMMENDS THAT EDUCATIONAL LEADERS IN THE REGION AIM FOR PROVIDING EQUAL HIGHER EDUCATIONAL OPPORTUNITIES FOR NEGROES IN THE SOUTH. THREE MEASURES ARE ESSENTIAL TO THE REALIZATION OF THIS GOAL--(1) IMMEDIATE STEPS TO HELP NEGRO COLLEGE STUDENTS OVERCOME THE HANDICAPS OF EDUCATIONAL DISADVANTAGEMENT AND CULTURAL DEPRIVATION, (2) LONG-RANGE PLANS TO COMPLETE THE EVOLUTION OF THE SOUTH'S DUAL SYSTEM OF HIGHER EDUCATION INTO A SINGLE SYSTEM SERVING ALL STUDENTS, AND (3) ENGAGEMENT OF ALL TYPES OF EDUCATIONAL RESOURCES TO ACHIEVE EQUALITY OF EDUCATIONAL OPPORTUNITY. THE SOUTH'S 104 TRADITIONALLY NEGRO INSTITUTIONS REQUIRE DRASTIC CHANGES IF THEY ARE TO MATCH THEIR WHITE COUNTERPARTS IN ADMISSION STANDARDS, BREADTH AND DEPTH OF CURRICULUM, QUALITY OF INSTRUCTION, AND PREPARATION OF STUDENTS FOR EMPLOYMENT. THEY ALSO FACE SERIOUS FINANCIAL, ADMINISTRATIVE, AND TEACHING PROBLEMS. GENERAL AND SPECIFIC RECOMMENDATIONS ARE AIMED AT SOLUTION OF THESE PROBLEMS. THIS STATEMENT WAS PREPARED BY THE COMMISSION ON HIGHER EDUCATIONAL OPPORTUNITY IN THE SOUTH FOR PRESENTATION TO THE ANNUAL MEETING OF THE SOUTHERN REGIONAL EDUCATION BOARD (WHITE SULPHUR SPRINGS, WEST VIRGINIA, AUGUST 29, 1967).
