Abstract	The purpose of this study is the development of ICARE based learning modules for effective learning Improving learning outcomes of students using the developed modules. This type of research is research and development, better known as Research and Development (R & D). The research model used in this study is ADDIE. Analysis of technical data was carried out by validity analysis, practicality, and effectiveness. The learning module that produces the average final score of the material expert is 4.41 with very valid criteria, and the average final value of the media experts is 4.03 with very valid criteria, Practical quality modules are very practical with an average of 3 , 49, and module effectiveness is very high with an average of 90%. The results showed that the teaching materials developed had met the feasibility and fulfilled the requirements to be used as ICARE-based learning modules in statistical material for grade VIII SMP / MTs students.
