Abstract	"This is not a (practical) joke. On April 1, 2012 a new chapter in democratic history will be opened, when the first transnational citizens' initiatives will be officially filed with the European Commission. This new direct democratic tool, initially established by the Lisbon Treaty in 2009, has been designed for the 21st century people power: it is more direct, more transnational and more digital than anything we know from local, regional or national levels. However, as the European Citizens' Initiative is an agenda-setting process only (and can hence not trigger decision-making popular votes) it is democratic functionality is still untested. This article assesses the making of the new tool from a minority standpoint and monitors the key steps towards an efficient and democratizing use of it. The article argues that the European Citizens' Initiative process will require a lot of public care in order to be successful. Namely, a paneuropean democratic infrastructure has to be established that is able to assist and advise even weaker groups which are thinking of taking the initiative." (author's abstract).
