Abstract	"The upshot of the paper is that there is a two-step process involved in the way social norms influence behaviour. The first step consists of an overriding goal 'to act appropriately'. This goal creates selective cognitive processes, called a 'goal-frame'. However, the goal-frame does not specify what action is appropriate. The answer to this question is governed by a mental model on descriptive and normative expectations in a given situation (second step). Social norms in the mental model can be more abstract or quite concrete. If they are concrete, then the first and second step seem to blend into one. But if the norm is abstract, then the individual still has to go through the effort of finding ways in which the abstract social norm can be applied to a given situation. The important point here is that by decomposing the process, it becomes clear that people can act normatively (goal-frame) and still have much discretion about their own behaviour when the norms in the mental model are abstract. When norms become more abstract, the individual needs good reasons to translate an abstract norm into one or another concrete course of action." (author's abstract).
