Abstract | [This article] examines some of the current issues concerning the political economy of educational funding. [The author] elaborates on the Mincer equation, which is the canonical method to measure the private return to education, and discusses some factors that should affect the return, such as student support, the relative sizes of educational cohorts and labour markets slack. [The author] draws particular attention also to the current problems of measuring the returns to education noting that measurements errors seem to play an important role in the estimated return to education. Bringing the findings into the European context, [the author] notes that progressive educational policies have traditionally been motivated by egalitarian goals, such as reducing inequality and increasing (upward) mobility. While there is evidence that education has played these roles, there is some doubt that such policies will be pursued in the future. And even if egalitarian goals were to remain, budgetary pressures within many European countries are such that the fiscal room for manoeuvre may simply not be present. (DIPF/Orig.). |
