Abstract | Political adult education in a democracy, if it is to deserve the name of education, must be tightly pegged to the lead concept of the competent citizen, i.e. just about anyone on whom rights and duties are devolved in a political community. In this respect a dissociation of education and entitlement is in place, with political adult education committing itself generally to a strict injunction of equality. No one can be excluded, neither in principle nor in fact, from access to political adult education. Political adult education rests - with some clearly defined exceptions - on the voluntary principle, yet only a minority of citizens actually avail themselves of this kind of educational offering. This well-known fact poses a challenge for the theory and practice of political adult education, and it impacts on how success is measured in this educational sector and on how the latter is publicly promoted. The present contribution will analyze how this finding has been variously received; it will also discuss strategies that, going beyond a necessary broadening of the democratic basis of education, deem legitimate the setting up of forums targeting special groups.
