Abstract	The essay focuses on the issue of steering higher education in public systems. First, the author presents some of the results of the empirical studies carried out in France and Germany at the end of the 1980s and in the early 1990s on the bodies that are responsible for higher education. This will show that there is a specific (national) type of relation between the state bodies and the universities in each country and that it differs greatly. Hence, it is argued that state/universities interactions have national bases that must not be seen in terms of culture, but rather as societal constructions of relationships. The second part presents a policy developed in France, as from 1989, to change the nature of the relations between the state and the universities by funding through negotiation (contractualisation) certain exchanges between the different partners. These recent French developments are used to reflect on how higher education systems may be changed. (HoF/Text übernommen).
