Abstract | In the framework of the 6th Conference of the European Association for Education Law and Policy (ELA) on "Autonomy in Education", held from 17-19 December 1998 in Salzburg, the ELA asked the participating countries to contribute national reports on the situation of autonomy in education in their respective country. For this purpose ELA prepared a questionnaire as a guideline for the reports. The four main topics of the questionnaire were: 1) The constitutional legal basis (constitutional guarantee of autonomy of the education system, educational freedom/liberty of scientific teaching), 2) The autonomy of educational institutions (individual constitutions of educational institutions, independent personnel recruitment, autonomy in educational objectives, autonomy of resources and of organisation), 3) The individual autonomy (autonomy of teachers regarding content of education and methodological decisions) and 4) Consequences of autonomy (guarantee of quality and unity of education, supervision and self-evaluation, recent trends: enlargement or restriction of autonomy?).
